This solicitation is for Base Operations Support (BOS) Services for Joint Region Marianas (JRM), Guam. Guam, the largest and southernmost island of the Marianas archipelago, is the westernmost possession of the United States. JRM Guam plays a key role in providing logistic and mission support to the operating forces for all U.S. military forces deployed in the Western Pacific. BOS Services are essential to military operations and facility maintenance on Guam and must be adaptable to JRM’s ever-changing operational environment. Sources sought notice N6274219R1199 for this procurement was posted on 15 October 2018 on NECO and FBO, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an UNRESTRICTED basis inviting full and open competition. The NAVFAC Pacific small business office concurs with this decision. The solicitation will be advertised on an unrestricted basis inviting full and open competition. The North American Industry Classification System (NAICS) Code for this procurement is 561210 and the annual size standard is $38,500,000. The Government intends to award a Cost-Plus-Award-Fee contract. The anticipated procurement is for these operations services: General Information, Management and Administration, Port Operations, Ordnance, Facility Management, Facility Investment, Utility Management, Electrical, Wastewater, Steam, Water, and Base Support Vehicles and Equipment The contract period of performance is anticipated to consist of a twelve-month base period (to include a three-month mobilization/phase-in period), six (6) 12-month option periods, and one (1) 12-month option period (to include a four-month demobilization/phase-out period). The Government will not issue a synopsis when exercising the option(s). The Government may require the Contractor to continue performance for an additional period of up to six (6) months under FAR 52.217-8, Option to Extend Services, clause. Offerors can view and/or download the solicitation, and any attachments, at Federal Business Opportunities, www.fbo.gov or at Navy Electronic Commerce Online, www.neco.navy.mil when it becomes available. All proposals from responsible sources electing to submit a proposal in response to the solicitation will be considered. The solicitation utilizes a source selection process that requires offerors to submit a Cost and a Technical proposal for evaluation by the Government. Contract award will be made to the responsible offeror whose proposal, conforming to the solicitation, represents the best value to the Government, Cost and Technical factors considered. The anticipated technical evaluation factors are as follows: (A) Past Performance; (B) Corporate Experience; (C) Management; (D) Technical Approach; (E) Safety; and (F) Small Business Utilization PRE-PROPOSAL CONFERENCE: A pre-proposal conference will be held on Tuesday, 23 July 2019 on Guam. The exact location of the pre-proposal conference on Guam will be determined at a later date. The purpose of the conference will be to familiarize prospective offerors with the extent and nature of the project. The Government reserves the right to limit the number of attendees per company. Registration for the conference will begin at 8:00 a.m. and the conference will commence at 9:00 a.m. Please check the websites at www.neco.navy.mil and www.fbo.gov for any updates to the conference. Parties interested in attending the pre-proposal conference shall submit the following information to NFPACQ2@navy.mil no later than Friday, 5 July 2019 at 2:00 p.m. HST: company name, business size, point of contact, name of individuals with title, phone numbers, fax numbers, e-mail addresses. SITE VISIT: A site visit will be held following the pre-proposal conference Tuesday, 23 – 31 July 2019 on Guam. The Government reserves the right to limit the number of attendees per company for the site visit. Transportation for the site visit will be provided, but all other expenses will be the attendee’s responsibility. It is the responsibility of the offeror to arrange for meals, lodging needs and transportation to Guam. Contractors are responsible for providing their own personal protection equipment (PPE), which includes hard hats, eye protection, hearing protection, and flat covered shoes (i.e. athletic type) for the site visit. Steel toe shoes are not required for the site visit. Individuals without the proper PPE may be restricted access to certain areas. Parties interested in attending the site visit shall submit the following information to NFPACQ2@navy.mil no later than Friday, 5 July 2019 at 2:00 p.m. HST: full name, gender, proof of citizenship, name of firm representing, position/title, social security number, complete company address, and e-mail addresses. Acceptable proof of citizenship documents include a copy of: U.S. passport, U.S. birth certificate, or U.S. Certificate of Naturalization. A driver’s license is NOT an acceptable form of citizenship. Non-U.S. citizens must provide a copy of their passport. Please also include any specific area(s) attendee would like to see while on the site visit to ensure the Government may at its best accommodate. Please check the websites at www.neco.navy.mil and www.fbo.gov for any updates to the site visit. To be prepared, site visit attendees need to fill out the following forms and submit it to the below POC’s for Naval Base Guam and Andersen Air Force Base, Guam. For Naval Base Guam: 1) Complete Base Access Request (BAR) Cover Letter (Attachment JL-10). 2) Complete CNIC Base Access Pass Registration Form - OMB 0703-0061 (Attachment JL-10). 3) It is the responsibility of all interested attendees to submit their base access request forms to NBG VCC supervisor for processing and follow up. 4) Those that do not confirm their base access requests may not be able to participate. For Andersen Air Force Base, Guam: 1) Base Access List Instructions (Attachment JL-11). 2) Complete Base Access List (Attachment JL-11). 3) Complete Base Access Affidavit (Attachment JL-11). 4) It is the responsibility of all interested attendees to follow up and make sure NSAA base passes are processed and ready for pick up. 5) Those that do not confirm their base access requests may not be able to participate. Failure to submit registration information for the pre-proposal conference and site visit by Friday, 5 July 2019 at 2:00 p.m. HST will preclude your firm’s inclusion in the event(s). The solicitation will be issued on or after 5 July 2019. THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP will be posted on the Federal Business Opportunities (FBO) website at www.fbo.gov and on the Navy Electronic Commerce Online (NECO) website at www.neco.navy.mil. No hard copies will be provided. IT IS THE CONTRACTORS RESPONSIBILITY TO CHECK EITHER WEBSITE DAILY FOR ANY AMENDMENTS TO THIS SOLICITATION.
