(End Amendment One)..................... 300 and .338 Norma Magnum (NM)Market Survey DESCRIPTION: The United States (U.S.) Army Contracting Command, New Jersey (ACC-NJ) on behalf of the Project Manager for Maneuver Ammunition Systems (PM MAS) is seeking to identify potential sources for the manufacture and delivery of.300 Norma Magnum (NM), M1163, Ball Ammunition, Department of Defense Identification Code (DODIC): AC33 and .338 NM, M1162, Armor Piercing (AP) Ammunition, DODIC: AC32. Each DODIC will be fired from the Mk22 Precision Sniper Rifle. SPECIFICATIONS: The .300 NM Ball and the .338 NM AP cartridges will be procured to a U.S. Government Owned Technical Data Package (TDP). In addition, the cartridges must meet the requirements included in the Detailed Specifications for M1162 (MIL-DTL-32619) and M1163 (MIL-DTL-32618). TDP Upper-level drawings and Detailed Specifications may be provided upon request. The TDP Upper-level drawings are Distribution Statement A. Distribution A means distribution is authorized for public release. The Detailed Specifications are Distribution Statement D. Distribution D means distribution is authorized to the Department of Defense (DoD) and U.S. DoD contractors only (Critical Technology). The TDP and Detailed Specifications contain technical data whose export is restricted by the Arms Export Control Act (Sec 2751 of Title 22, United States Code) or the Export Control Reform Act of 2018 (Chapter 58 Sections 4801-4852 of Title 50, United States Code). Violations of these export laws are subject to severe criminal penalties. Disseminate only in accordance with provisions of DoD Directive 5230.25 and DoD Instruction 2040.02. PLANNED ACQUISITION: The U.S. Government is contemplating award of a single Firm Fixed Price Indefinite Delivery Indefinite Quantity contract to fulfill Fiscal Year (FY) 27-32 requirements. The estimated quantity to be purchased is approximately 6.3 million M1162 and M1163 cartridges. Initial delivery is required 540 calendar days after award if First Article Test (FAT) is required, and 270 calendar days after award if FAT is not required. Sources interested in supplying this precision ammunition should adequately describe their experience in small caliber production and testing, annual production capacity, and ability to build to the Detailed Specifications: MIL-DTL-32619 and MIL-DTL-32618, and their respective TDPs. SUBMISSION INFORMATION: Responses shall be submitted electronically via e-mail to: david.e.schutzer.civ@army.mil, no later than 3:00pm Eastern on 17 February 2025. Offerors are instructed to include .300 and .338 NM as the subject of their response. Interested companies should respond by providing the U.S. Government the following information:1) Name of company and Commercial and Government Entity (CAGE) Code;(2) Point of Contact name, telephone number and e-mail address;(3) Company address;(4) Business type/size information; If a small business, please indicate any applicable socio-economic status such as: Small Disadvantaged Business (SDB), Service Disabled Veteran-Owned Small Business (SDVOSB), 8(a), HUB Zone, etc.(5) Identification of interest in this opportunity as a prime or subcontractor;(6) (a) A detailed description of the companys manufacturing, inspection, and testing capabilities, facilities, production equipment and status, personnel, and past commercial and United States Government manufacturing experience with .300 and .338 NM or similar precision cartridges; (b) a timeline to begin production, not to exceed 180 calendar days after contract award; (c) monthly and annual production capacities with assumptions about number of shifts and any other production factors that may affect monthly capacities with evidence of proven monthly production quantities of 170,000 each M1163 cartridges and 40,000 each M1162 cartridges; (d) minimum order quantity required (if applicable); (e) manufacturing lead time for each item listed (schedule shall include testing against MIL-DTL-32619 and MIL-DTL-32618, if not already performed); (f) a brief summary of possible partnering/teaming arrangements; (g) sketches, drawings, specifications, brochures and current estimated unit cost per million; (h) sources shall submit an outline of their plans and schedule to verify the design in addition to any contractor performed testing results and data to support claims that the design will conform to MIL-DTL-32619 and MIL-DTL-32618 requirements. Please identify any Proprietary information submitted. A respondent to this survey must have the majority of the skills and facilities that are required to manufacture this item. If a respondent does not have these resources (technical, manufacturing, personnel, etc.) available, then it must demonstrate its ability to obtain them in a reasonable time period. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet the same criteria as the prime contractor. The Upper-level drawing can be provided upon request to the Point of Contact listed above. Detailed Specification requests shall be submitted in writing using AMSTA-AR Form 1350 Technical Data Request Questionnaire (attached) along with a signed DD 2345 Military Critical Technical Data Agreement form and a fully executed Non-Disclosure and Non-Use Agreement (attached). Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the Detailed Specifications. (See www.dlis.dla.mil/jcp/ for instructions and information). Offerors should submit their certification via DD Form 2345 or register immediately. To provide the data to foreign subcontractors, offerors must apply for an export license. An offerors delay in applying for DD 2345 certification or an export license will not be a basis to extend the closing date of any future request for proposal.
