Packing and Shipping Services for the U.S. Embassy Kyiv, Ukraine

The United States Embassy in Kyiv, Ukraine has a requirement for packing and shipping services of inbound and outbound household effects, vehicles, containerized shipments, delivery and unpacking of incoming household effects and general cargo and other related services. The resultant contract will be a fixed-priced Indefinite-Delivery Indefinite-Quantity for one base period of twelve months and four one-year periods at the option of the U.S. Government. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offer. The Government may elect to award a single contract or multiple contracts for the same services to two or more sources under this solicitation. The Embassy intends to conduct a pre-proposal conference on March 20, 2018 at 14:00 (Kyiv local time), and all prospective quoters are invited to attend. See Section 3 of the attached Request for Quotation. For pre-proposal conference registration, please provide your company contact information and names of visitors no later than 12:00 on March 19, 2018 (Kyiv local time) to KyivGSO@state.gov . The deadline for receipt of questions is 16:00 Kyiv local time March 21, 2018. Questions should be addressed in writing to KyivGSO@state.gov . The deadline for receipt of offers is 16:00 Kyiv local time April 11, 2018(09:00 a.m. Eastern time April 11, 2018). No electronic offers will be accepted. Please mail your offer to the contracting office listed in this notice prior to the response date and time. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable quotation at the lowest price. We intend to award a contract/ purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals. A Quick Guide for International Entity Registration in SAM is attached to this announcement. According to the Customs Code of Ukraine (Article 405) No. 4495-VI dated March 13, 2012, and Procedure of the submission and consideration of applications and granting of permit for the implementation of the customs brokerage activity (Chapter I, Articles 3 and 4) approved by Decree of Ministry of Finance of Ukraine "On activity of customs brokers" No.693 dated August 04, 2015, the company should obtain the Permit for implementation of customs brokerage activity from State Fiscal Service of Ukraine and Administration of State Border Guard Service of Ukraine. The company granted the Permit for implementation of customs brokerage activity is included in the Register of customs brokers and may receive the official Extract from this Register. Any cargo motor vehicles that are in contractor's use have to be registered on the Ukrainian license plates and insured as required by the local transportation and road traffic legislative norms to be in compliance with the transportation and packing business practice requirements (according to the Law of Ukraine "On motor transport" No. ? 2344-III dated April 05, 2001; Resolution of Cabinet of Ministers of Ukraine "On the approval of the procedure of state registration (re-registration), deregistration of automobiles, buses, and self-propelled machines, cars constructed on the chassis, motorcycles of all types, makes and models, trailers, semi-trailers, sidecars and other equated vehicles and mopeds" No. 1388 dated September 07, 2017; Law of Ukraine "On mandatory insurance of civil liability of owners of land vehicles" No. ? 1961-IV dated July 01, 2004).
