S206--FY26: Unarmed Security Guards for VACHS Facilities

This is a combined synopsis/solicitation for commercial items prepared in accordance with the Revolutionary FAR Overhaul (RFO) Issued May 2, 2025 (Updated March 16, 2026). This announcement constitutes the only solicitation; offers are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP) number 36C24826R0068 for Unarmed Security Guard Services at VA Caribbean Healthcare System (VACHS) facilities located throughout Puerto Rico and US Virgin Islands (St. Thomas and St. Croix). This notice incorporates clauses and provisions in effect through Federal Acquisition Circular (FAC) 2026-01 effective 13 March 2026. This acquisition is set aside for Small Business concerns. The associated North American Industrial Classification System (NAICS) code for this procurement is 561612 Security Guards and Patrol Services, with a small business size standard of $29 Million. The PSC is S206 Housekeeping Guard. The contract period of performance is expected to be from September 1, 2026 to August 31, 2031 The Government intends to negotiate and award a single Requirements Firm Fixed Price (FFP) contract under the authority of RFO Part 12 and RFO Part 15. The solicitation is being conducted using the policies and procedures of RFO Part 12 Acquisition of Commercial Products and Commercial Services in conjunction with the policies and procedures for evaluation and award prescribed in RFO Part 15 Contracting by Negotiation. Solicitation provisions and contract clauses that apply to the acquisition are provided in the attached RFP along with detailed specifications, requirements and instructions. This notice incorporates provisions and clauses by reference.
