By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of firms that are engaged in providing the services described hereunder for the Kewaunee Harbor Breakwater Section C Repair project in Kewaunee, Wisconsin. The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal RFP; it does not guarantee the future issue of an RFP; nor does it commit the government to contract for any supply or service whatsoever. This is a market research tool being used to determine the availability and adequacy of potential small business sources, as authorized by FAR Part 10.GOVERNMENT REQUIREMENTS:Under the proposed Contract, the contractor will be required to provide the following construction services for the Kewaunee Harbor Breakwater Section C Repair project:Project Scope: This is a marine construction project requiring the complete replacement of a 60-foot section of a deteriorating breakwater retaining wall. The work involves installing a cantilevered combi-pile wall 54-inch diameter piles with Z-piling with steeply battered tiebacks drilled and anchored into bedrock.Site Conditions and Constraints: All work must be performed from a floating plant or barge on the water side of the breakwater. The construction must be executed within a highly restricted 17-foot wide Government-owned property line, requiring precise drilling and installation.NAICS Code: 237990 - Other Heavy and Civil Engineering Construction Exception: Dredging and Surface Cleanup ActivitiesSize Standard: $37.0 MillionProduct Service Code PSC: Z1KF - Maintenance of Dredging FacilitiesEstimated Cost Magnitude: Between $1,000,000 and $5,000,000.All interested Small Businesses, certified HUBZONE, 8a, Woman-Owned Small Business, or Service-Disabled Veteran-Owned Business contractors should respond to this market survey.REQUESTED INFORMATION:Identification and verification of the company small business status under NAICS code 237990 Dredging Exception.Contractor Unique Entity Identifier UEI and CAGE Codes.Documentation from the firm bonding company showing current single and aggregate performance and payment bond limits.Descriptions of Experience: Interested construction firms must provide no more than three example projects with either greater than 95 percent completion or projects completed in the past five years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages, and quality of performance. Example projects must be of similar size and scope.a. Projects similar in scope or size to this project include: Marine construction projects involving deep foundation systems, pile driving from floating plants, and installation of retaining walls such as combi-walls or sheet pile in a marine environment. Experience should demonstrate capabilities in managing complex site logistics, geotechnical drilling especially bedrock anchoring, and working within confined project footprints.b. Based on the information above, for each project submitted, include:Current percentage of construction complete and the date when it was or will be completed.Scope of the project.Size of the project.The dollar value of the construction contract and whether it was design-bid-build or design-build.The percentage of work that was self-performed.Identify the number of subcontractors by construction trade utilized for each project.Dredging Limitations on Subcontracting: Small Businesses are reminded that under the SBA rules for the Dredging exception to NAICS 237990, a small business concern must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. Please include in your submittal how your firm will meet this 40 percent volume requirement, specifying the equipment to be utilized.NOTE: Total submittal package shall be no longer than 8 pages.
