SOURCES SOUGHT NOTICE THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE; THE VA IS NOT SEEKING PRICING OR OFFERS. The Department of Veterans Affairs, VISN 20, in support of the Mann-Grandstaff VA Medical Center, is performing market research to compile data regarding: (1) The availability and capability of qualified small business concerns; (2) Identify if there are sufficient number of qualified Service-Disabled Veteran-Owned Small Business, Veteran Owned Small Business, HUB Zone 8(a), Women-Owned Small Business, or Small Disadvantaged Business, Small Business concerns relative to the subject North American Industry Classification System (NAICS) code. Responses to the information requested will assist the Government in determining the appropriate procurement method, including any set-aside decision. Respondents should clearly describe their capabilities to include management experience, equipment and personnel or the ability to obtain them. Furthermore, interested sources must also meet all requirements of Federal, State, and Local Municipal codes regarding operations of this type of service. The NAICS code assigned is: 334516 Analytical Laboratory Instrument Manufacturing The small business size standard is 1,000 employees. Not responding to this Sources Sought does not preclude participation in any future or potential solicitation, or Request for Quotation. It is the intent of the Mann-Grandstaff VA Medical Center to use the information gathered for market research purposes only. If a formal solicitation is released, it will be posted via the Contract Opportunies on Sam.gov. DESCRIPTION OF THE REQUIREMENT: The Department of Veterans Affairs, Network Contracting Office 20, is seeking sources that can provide a Captus 4000e or equal thyroid uptake system. Equal product will be considered if it has the same characteristics as listed below: 1. General System Functionality Must be a comprehensive nuclear medicine measurement system capable of performing thyroid uptake measurements, wipe tests, bioassay measurements, and automated quality assurance functions. Must include a software-driven workflow that supports predefined protocols and customizable measurement sequences. 2. User Interface & Computer Requirements Must utilize a color touch screen user interface with a large-format display (minimum 20 inches for visibility during procedures). Must operate on a current, widely supported Windows OS platform. (VA current platform Windows 10 or 11) Must support generation of reports containing graphics, isotope spectra, and archived data, with ability to save or print reports in PDF format. 3. Detector & Measurement Specifications Thyroid Uptake Detector Must utilize a NaI(Tl) scintillation detector capable of precise uptake measurements. (Spec: 2 inch diameter NaI(Tl).) Must include a collimator meeting recognized nuclear medicine performance standards (e.g., ANSI or IAEA). Must include a physical measurement/alignment mechanism to ensure consistent detector to thyroid distance. Multichannel Analyzer (MCA) Must include an MCA with a minimum of 1024 channels. Must provide automated and manual calibration capabilities. Must support user defined and preset ROIs, live time, real time, and total count presets. Must support accurate count rate linearity ( 2% deviation up to at least 150,000 cps). Optional Well Counter Must support well counting for capsule/liquid dose formats utilizing a NaI(Tl) well detector. (Spec: 2 inch diameter NaI(Tl).) Must provide shielding sufficient for radiation safety and measurement accuracy (minimum 1 inch lead shielding). 4. Quality Assurance Capabilities Must provide fully automated QA tests including energy calibration, zero adjust, gain adjust, detector efficiency, resolution, chi square, constancy, and minimum detectable activity (MDA). Must include both automated and manual calibration options. 5. Thyroid Uptake Measurement Requirements Must support capsule and liquid dose formats. Must allow pre-dose and pre count measurement. Must include multiple predefined thyroid uptake protocols and allow custom protocol creation. 6. Wipe Test & Bioassay Capabilities Must support multi group wipe test setup and isotope identification with spectral display. Must flag wipe test results exceeding trigger levels. Must support bioassay monitoring for common isotopes (e.g., I 123, I 125, I 131). Must allow user defined action levels and produce individual and summary reports. 7. Connectivity / System Integration Requirements Must provide optional or integrated DICOM capability that can retrieve patient data and upload reports to hospital information systems. 8. Physical / Form Factor Requirements Must include a mobile, ergonomic stand with adjustable height and articulating detector arm capable of wide range motion (vertical travel and rotation). Must include secure storage for neck phantom and quality control sources. Must include cable management to maintain safe, clinical grade setup. Must include hospital-grade power configuration with isolation transformer. 9. Reporting & Data Archival Requirements Must allow reporting that includes full spectrum graphics and thyroid uptake time vs value graphs. Must permit archiving of measurement data and export in standard formats. The information above is intended to be descriptive, not restrictive, to indicate the quality of equipment that will be satisfactory. It is the responsibility of the interested source to demonstrate to the Government that the interested source can provide equipment that fulfills the required specifications.
