This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM.gov. The RFQ number is N0060426Q4062. Applicable FAR and DFARS provisions and clauses shall apply. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This procurement is being conducted on an unrestricted basis. The NAVSUP Fleet Logistics Center Pearl Harbor intends to award a Firm-Fixed Price (FFP), Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) supply contract for the following: The NAVSUP Fleet Logistics Center Pearl Harbor Regional Contracting Department requests quotes from qualified sources capable of providing up to an estimated 298,533 Gallons of Liquid Petroleum Gas (LPG) per year to various locations on military bases on Oahu, Hawaii. Currently, there are 45 tanks for receipt of bulk LPG; each location/account will have a gas meter that will read and bill for actual gas usage each month. Of the 45 tanks, 35 are Contractor owned and 10 are Government owned. Must also be capable of renting, installing (if necessary), and maintaining 35 Contractor owned LPG storage tanks and meters. Delivery orders will be placed against the IDIQ contract. Each LPG tank location will be assigned to one of the three activities (CNRH, NAVFAC, NAVSUP) for bulk LPG and monthly rental of Contractor owned storage tanks. The period of performance is 01 Oct 2026 � 31 March 2027 for the Base period of six (6) months with four (4) subsequent 12-month Option years. LPG pricing is subject to EPA and will be adjusted at the time of each option year; see below Option Year EPA Application. Period of Performance Base Period 01 October 2026 � 30 March 2027 Option Year 1 01 April 2027 � 30 March 2028 Option Year 2 01 April 2028 � 30 March 2029 Option Year 3 01 April 2029 � 30 March 2030 Option Year 4 01 April 2030 � 30 March 2031 The estimated quantities listed above, are provided to assist quoters with price quotes and to serve as a basis for price evaluation. This estimate is not a representation that the estimated quantity will be required or ordered. Actual quantities may be lower or higher than stated amounts. Guaranteed Minimum: The guaranteed minimum order of LPG the Government will acquire under the base year contract is $2,395.40 for this contract. The minimum will be funded with the issuance of the first delivery order. The minimum guarantee applies to the base period only, and not the option periods. The maximum order of LPG the Government will acquire under this contract is $4,026,279.88. Written Orders Written Orders will contain the following information consistent with the terms of the contract: (a) Date of order; (b) Contract number and order number; (c) Requisition number; (d) Item number and description, quantity ordered, unit price and contract price; (e) Place of delivery or performance; (f) Accounting and appropriation data; (i) Inspection invoicing and payment provisions to the extent not covered in the contract; and any other pertinent information. Ordering Authority LPG to be furnished under this contract shall be ordered by issuance of delivery orders by the Contracting Officer. Delivery orders may be issued from the beginning of each contract period through the end of the current base or option period. Orders may only be issued by the Naval Supply Fleet Logistics Center Pearl Harbor Contracting Department. Evaluation and Basis of Award: While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price, responsibility, and a technically acceptable quote. The Government will be evaluating the total pricing inclusive of both LPG and rental costs quoted for the base and all option periods combined. The final contract will be awarded to the quoter deemed responsible in accordance with FAR 9.104 whose quote is technically acceptable and in full compliance to all other requirements set forth in the solicitation. Before award the contracting officer will review the Supplier Performance Risk System (SPRS), System for Award Management (SAM) Exclusions and the Contractor Performance Assessment Reporting System (CPARS) when making a responsibility determination IAW FAR 9.104-6. The Quoter�s technical acceptability will be evaluated against the requirements in the SOW. By providing a quote, Quoter acknowledges they take no exceptions to the SOW, solicitation, or any instructions contained therein. Technical Acceptability will be rated on an �acceptable� or �unacceptable� basis using the ratings in the table below. Rating Description Acceptable Quote clearly meets the minimum technical requirements of the solicitation Unacceptable Quote does not clearly meet the minimum technical requirements of the solicitation Quoters shall submit a price quote for base and all option periods in accordance with Attachment 3 - Price Schedule. Prices shall include all incidental services; which include delivery of LPG and maintenance of Contractor owned tanks. Quotes must provide firm fixed pricing per gallon of LPG and monthly tank rental by capacity. The price of the LPG shall remain fixed for the duration of each option year. This quoted price will be used as a basis for applying the economic price adjustment (EPA) for the option years FOR TANK RENTAL QUOTES: Base and Option year tank rental quotes shall be submitted for only LPG Contractor owned tanks (See Attachment 2). The rentals are listed per location. Rental quotes shall be similar based on tank capacity. (Note that tanks at 3 locations are coupled together for one FFP quote) OPTION YEAR EPA APPLICATION: OPTION YEARS: Should the Government exercise the option to extend the term of the contract under FAR 52.217-9 � Option to Extend the Term of the Contract, the LPG option year pricing shall be subject to FAR Clause 52.216-2 � Economic Price Adjustment (EPA) for LPG. The following EPA instructions shall be incorporated into the solicitation and resulting contract: Economic Price Adjustment (EPA) � Liquid Propane Gas (LPG) Pursuant to FAR 52.216-2, Economic Price Adjustment�Standard Supplies, the Government shall permit an EPA subject to the following: (a) Designated Market Indicator For the purpose of calculating price adjustments, the "established market price" is designated as the U.S. Energy Information Administration (EIA) Mont Belvieu, TX Propane Spot Price FOB, as published by the U.S. Department of Energy, U.S. Energy Information Administration at https://www.eia.gov/petroleum/. (b) Frequency and Timing of Adjustments The Contractor may submit a request for an economic price adjustment in writing to the Contracting Officer no later than thirty (30) days prior to the expiration of the current contract period. If approved, the adjusted price shall become effective on the first day of the newly exercised option period. No more than one price adjustment may be requested or executed per option period. (c) Calculation Methodology The Firm-Fixed-Price (FFP) for the upcoming option period shall be calculated using the following three-step formula: Step 1 (Determine Index Price): Calculate the "Current Index Average," which is the mathematical average of the published EIA Mont Belvieu Monthly Index values for the latest twelve (12) full calendar months immediately preceding the date of the EPA request. Step 2 (Add Contractor Markup): Add the Contractor�s established "Firm-Fixed Mark-up Price" for the applicable option period (as awarded in the Contractor's original proposal schedule). Step 3 (Establish New FFP): The sum of Step 1 and Step 2 equals the new Firm-Fixed-Price per gallon for the upcoming 12-month option period. (Formula: Current Index Average + Firm-Fixed Mark-up Price = New 12-Month FFP). (d) Limitation on Adjustments In accordance with FAR 52.216-2(c)(1), the aggregate of the increases made under this clause for any single option period shall not exceed 10 percent of the current contract unit price. There is no downward limit on price decreases resulting from a downward shift in the index. This announcement will close at 1000 hours (Hawaii Standard Time) on Friday, 21 August 2026.
