This notice is being published in accordance with the Federal Acquisition Regulation (FAR) Part 5, requiring the dissemination of information on proposed contract actions. The Government intends to award a firm-fixed-price sole source contract. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Government's intent to award on a sole source basis. Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This notice will close on August 3, 2026, at 4:30 PM Eastern Standard Time (EST) STATEMENT OF WORK FOR THE REPLACEMENT OF THE UNINTERRUPTIBLE POWER SUPPLY FOR THE CANON CT SYSTEM BACKGROUND West Haven VA Medical Center requires the replacement of the one (1) uninterruptible power supply for the Canon Aquilion One PRISM CT system. OBJECTIVES Deliver one (1) 150Kva TMEiC uninterruptible power supply (UPS) to the West Haven VA Medical Center. The contractor shall electronically provide all documentation required for installation, operation, and maintenance immediately upon award. Contractors shall provide breakdowns, make the existing UPS safe, removal and disposal of the existing UPS and delivery and installation of the new UPS including the reconnection, configuration, testing and start-up by go-live of system. SCOPE Deliver one (1) 150kVA TMEiC uninterruptible power supply (UPS) to the West Haven VA Medical Center. Provide documentation required for deinstallation, installation, operation and maintenance upon award. Perform breakdown, removal/disposal of existing UPS and delivery/installation of new UPS. UPS REQUIREMENTS Provide and install one 150kVA TMEiC UPS system meeting the following minimum requirements: Quantity: One (1) TMEiC Uninterruptible Power Supply 480 VAC Input, 60Hz 480 VAC Output, 60Hz 3 phase 3-wire plus ground Reflected Current THD: 3% typical at 100% load 5% typical at 50% load Minimum DC Voltage of 400 VDC Transient recovery time of 20ms Overload capacity: 105% to 100% load for 1 hour 111% load for 2 minutes 120% to 150% load for 1 minute Must have a force air cooling method The system must not exceed 860 pounds Shall not exceed the following dimensions: Height: 81 max equipment height Plus 19.7 max clearance requirement above equipment Depth: 33 max equipment depth Plus 40 max service clearance requirement in front of equipment Width: 28 Provide UPS documentation including installation, operation, and service manuals, electrical schematics, site preparation requirements, environmental requirements, and dimensional drawings of the UPS TASKS Provide documentation to the COR electronically, within 3 business days of award, including installation manual, operation manual, service manual, electrical schematics, site preparation requirements, environmental requirements, and dimensional drawings of the UPS. Deliver one (1) 150kVA TMEiC Uninterruptible Power Supply, which meet the UPS requirements defined in this statement of work, to the West Haven VA Medical Center. Provide services that include breakdown, removal/disposal of existing UPS, delivery/installation of new UPS and testing/configuration of the new UPS DELIVERABLES Complete the replacement of the one (1) 150kVA TMEiC uninterruptible power supply for the Canon Aquilion One PRISM CT system. PERIOD OF PERFORMANCE Deliverables shall be performed within 180 days of contract award. All work shall occur during normal business hours 7 AM-5 PM, Monday-Friday, excluding Federal Holidays. PLACE OF PERFORMANCE VA Connecticut Healthcare System Radiology Department, Building 1, Room G187F 950 Campbell Ave. West Haven, CT 06516 NARA Records Management Requirements The following standard items relate to records generated in executing this contract: Citations to pertinent laws, codes and regulations such as 44 U.S.C. Chapter 21, 29, 31, and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. The Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. The Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. The Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage, or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. The Contractor is required to obtain the Contracting Officer s approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under or relating to this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.
