FUEL SERVICES AND OPERATIONS SUPPORT ON THE ISLAND OF GUAM

REQUEST FOR INFORMATION SPE603-26-R-5X70 FUEL SERVICES AND OPERATIONS SUPPORT IN THE ISLAND OF GUAM Defense Logistics Agency Energy is seeking information on industry capabilities/interest/potential sources for the receipt, storage, additive injection, and shipment of U.S. Government-owned Aviation Turbine Fuel Grades JP-8, Jet A-1 in the Island of Guam. This announcement constitutes a Request for Information (RFI) only; there is no solicitation at this time. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The Government will not make an award on the basis of this RFI. CONCEPT OF SERVICES OPERATIONS: Fuel storage and services would primarily consist of receipt, storage, additive injection, and shipment of U.S. Government-owned aviation turbine product. Receipt and storage services and capabilities for Aviation Turbine Fuel Grade Jet A-1 and military grade JP-5. All storage, services, and capabilities must be available and operational at a single location. AREA OF CONSIDERATION: Island of Guam ESTIMATED ANNUAL THROUGHPUT: 2,150,447 barrels of total throughput for each 12-month contract period. CAPABILITIES SOUGHT: Storage of Aviation Turbine Fuel, Grades Jet A1, JP-5 and Naval Distillate Fuel F-76 totaling 3,013,000 barrels (Storage for 2,559,717 barrels of commercial grade Jet A-1 and 453,143 barrels of military grade JP-5). All fuel must be stored at a single location. Receiving capability via tanker, barge, tank truck and pipeline on the Island of Guam, and shipping capability via tanker/barge, tank truck, and military cross island pipeline at pumping rates compatible with the facility and mode of transportation tendered. The facility must be equipped with illumination to allow receipt and shipping operations during hours of darkness. Capability Statement. Provide a brief explanation of your firm's capabilities to provide Contractor-Owned, Contractor-Operated Fuel Storage Facilities, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, account for petroleum products, maintain the associated fuel facilities and to provide qualified and experienced personnel, with appropriate clearances, if required. 3. Past Performance. Do you have past performance as a prime contractor or subcontractor on a service contract for similar fuels management requirements? If so, please provide the following information: Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to COCO fuels management. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage.
