Amendment 0001 Summary The purpose of this amendment is to: Revise the NAICS code from 441227 � Motorcycle, ATV, and All Other Motor Vehicle Dealers, with a small business size standard of $40 million, to 811114 � Specialized Automotive Repair, with a small business size standard of $9 million; Revise the Product Service Code from 2340 � Motorcycles, Motor Scooters, and Bicycles to J023 � Maintenance, Repair, and Rebuilding of Equipment: Ground Effect Vehicles, Motor Vehicles, Trailers, and Cycles; and Revise the transportation and place of performance requirements to clarify that the Government may provide delivery and pickup of the UTVs when the Contractor�s facility is located within 50 miles driving distance of TRACEN Cape May. For Contractor facilities located more than 50 miles driving distance from TRACEN Cape May, the Contractor shall provide pickup of the UTVs from TRACEN Cape May and return delivery upon completion of the work at no additional cost to the Government. Offerors located more than 50 miles driving distance from TRACEN Cape May must include confirmation in their quotation that pickup and return delivery are included in the total firm-fixed price. All other terms and conditions remain unchanged. This is a solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 67100PR260037625 is issued as a request for quotation (RFQ), request for Maintenance and Repair service for 4 Polaris UTVs for the U.S. Coast Guard Training Center (TRACEN) Cape May, located at 1 Munro Avenue, Cape May, NJ 08204. This acquisition is set aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 Effective Date 03/13/2026. The associated North American Industrial Classification System (NAICS) code for this procurement is 811114, with a small business size standard of $9M. Product Service Code is J023. Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. As a minimum, offers shall include� (1) The solicitation number. (2) The name, address, telephone number of the Offeror. (3) The Offeror�s Unique Entity Identifier (UEI) (4) Information necessary to evaluate the factors contained in the provision at 52.212-2 (5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and (6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments. Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. The U.S. Coast Guard Training Center (TRACEN) Cape May is seeking to procure Maintenance and Repair service for 4 Polaris UTVs for the U.S. Coast Guard Training Center (TRACEN) Cape May, located at 1 Munro Avenue, Cape May, NJ 08204. Offerors are required to provide prices for all items/CLINs. A zero-dollar figure ($0.00) unit price means the offeror shall provide the service/supply at no charge to the Government. Unit prices left blank or annotated with something other than a dollar figure will be considered unacceptable. Additional Repairs If, during inspection, disassembly, or repair of the UTV, the Contractor identifies additional repairs not included in the original quoted price, the Contractor shall notify the Contracting Officer (KO) and provide a written estimate describing the additional work, associated parts, labor, and cost. The Contractor shall not proceed with the additional repairs until receiving written authorization from the KO. The Government is not obligated to pay for repairs or services performed without prior written authorization from the Contracting Officer. Reference Attached Statement of Work in Solicitation 67100PR260037625 Place of Performance The primary place of performance will be the Contractor�s facility. If the Contractor�s facility is located within 50 miles driving distance of the United States Coast Guard Training Center Cape May, located at 1 Munro Avenue, Cape May, NJ 08204, the Government may elect for delivering the UTVs to, and picking them up from, the Contractor�s facility. If the Contractor�s facility is located more than 50 miles driving distance from the United States Coast Guard Training Center Cape May, the Contractor shall be responsible for pickup of the UTVs from TRACEN Cape May and return delivery of the UTVs to TRACEN Cape May upon completion of the work, at no additional cost to the Government. Contractors proposing a facility located more than 50 miles driving distance from TRACEN Cape May shall include in their quotation a clear statement confirming that pickup and return delivery are included in the total firm-fixed price and will be provided at no additional cost to the Government. No Contractor access to the base will be required except as necessary to coordinate pickup and return delivery of the UTVs, if applicable. Contractor personnel must comply with all applicable Government facility access, identification, escort, safety, and security requirements when entering TRACEN Cape May. Basis for Award: Award will be made to the quoter whose quotation offers the best value to the government, considering technical capability, past performance, and price. The government will evaluate information based on the following evaluation criteria: Technical Capability and Location The Government will evaluate the offeror�s technical capability to perform the requirements outlined in the Statement of Work (SOW). The evaluation will consider the offeror�s ability to successfully complete all required maintenance and repair services for the four Polaris UTVs identified in the SOW. At a minimum, the technical capability evaluation will consider whether the offeror demonstrates: Ability to perform maintenance and repair services on Polaris UTVs in accordance with original equipment manufacturer (OEM) procedures and specifications. Ability to provide and install new OEM replacement parts, fluids, lubricants, filters, tires, drive belts, and other required materials identified in the SOW. Ability to perform the required 100 Hour / 1 Year services for the specific Polaris UTV models listed in the SOW. Ability to remove and replace drive belts, inspect and clean clutches, flush and replace fluids, mount tires, check for open recalls, and complete all other required maintenance and repair tasks. Availability of qualified personnel, tools, diagnostic capability, equipment, and facilities necessary to complete the work. Understanding of the SOW requirements, including disposal of all replaced parts, fluids, and waste materials in accordance with applicable environmental regulations. Ability to complete all work within the required period of performance. Location Requirement: Offerors must provide the address of the facility where the work will be performed. For offerors whose repair facility is located within 50 miles driving distance of the United States Coast Guard Training Center Cape May, located at 1 Munro Avenue, Cape May, NJ 08204, the Government may be responsible for delivering the UTVs to, and picking them up from, the Contractor�s facility. For offerors whose repair facility is located more than 50 miles driving distance from TRACEN Cape May, the offeror must provide pickup of the UTVs from TRACEN Cape May and return delivery to TRACEN Cape May upon completion of the work at no additional cost to the Government. The offeror�s total firm-fixed price must include all costs associated with pickup, transportation, return delivery, labor, equipment, fuel, insurance, and any other costs necessary to safely transport the UTVs. Quotations from offerors located more than 50 miles driving distance from TRACEN Cape May that do not clearly state that pickup and return delivery are included at no additional cost to the Government may be considered technically unacceptable. Offerors should provide a brief technical approach describing how they will perform the work, including the facility location, relevant Polaris UTV repair capability, parts sourcing approach, transportation approach if located more than 50 miles from TRACEN Cape May, and anticipated schedule for completion. Price: Price will be evaluated based on the total proposed Firm-Fixed Price for all labor, parts, materials, fluids, tires, equipment, disposal, and services required to fulfill the SOW. The Government will evaluate price to determine whether it is fair and reasonable. The proposed price should reflect a clear understanding of the SOW requirements and must include all costs necessary to complete the requirement. Prices that are incomplete, unclear, or inconsistent with the technical approach may be considered unacceptable. Although price is an important factor, it will be considered in conjunction with technical capability/location and past performance to determine the overall best value to the Government. A quote must comply in all aspects with the requirements and conditions set forth in this RFQ; a quote must meet or exceed all mandatory RFQ requirements. If an Offeror takes exception to any of the terms and conditions of the RFQ or fails to meet any of the requirements of the RFQ, then the Government may consider the quote unacceptable. Past Performance: The Government will evaluate the offeror�s past performance performing maintenance and repair services on Polaris UTVs or similar utility task vehicles, all-terrain vehicles, light tactical utility vehicles, or comparable small off-road vehicles. The evaluation may consider: Relevance of prior work to the current requirement. Recency of prior work, preferably performed within the past five years. Quality of performance. Timeliness of performance. Customer satisfaction. Experience completing similar preventative maintenance and repair work using OEM parts and procedures. A Firm-Fixed Price contract will be awarded to the responsible offeror whose offer fully conforms to this solicitation and is determined to be the most advantageous, considering price and other factors. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror�s initial offer should contain the Offeror�s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received. The anticipated award date is 10 days after solicitation closing date. Only one purchase order is anticipated resulting from this RFQ, however the Government reserves the right to withdraw, modify, or eliminate various aspects of the requirement determined to be too costly or impractical prior to award. All quoters must submit the following: VOLUME 1: Price Section A: Pricing shall be submitted as requested for the listed Supplies/Services. Total price will be evaluated by the Government. Proposed price should reflect a clear understanding of the requirements, is consistent with the various elements of the offer. VOLUME 2 Section A Technical Proposal: Offeror shall submit company's detailed technical approach and methodology for completing all requirements of the Statement of Work (SOW). The Technical Volume shall not exceed thirty (30) pages in length, with a minimum 12-point font. Page limitation includes any drawings, charts, pictures, etc., and excludes section dividers, table of contents, figures/tables, glossary of terms and cross-referencing indices and resumes -all of which are not considered content pages. VOLUME 3 Past Performance Record: Offerors shall provide contract data for two (2) relevant contracts that the offeror is currently performing or has completed during the last five (5) years. The following information shall be included: Contractor Name and Contract Number; Customer points of contact (minimum of two; provide name, telephone number, fax number and e-mail addresses); Length of contract to include Period of Performance (dates); Initial Contract Price; Description of product/service provided (include sufficient detail to demonstrate similarities and dissimilarities to the requirements of this solicitation) Submission of a quote that does not contain all items requested below may result in elimination from consideration of award. Offerors must submit each item of quote in a separate electronic attachment clearly identified as described below. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each quote. This is an open-market solicitation as defined herein. The government intends to award a purchase order as a result of this solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Quoter must list exception(s) and rationale for the exception(s). Quotations that reject the terms and conditions of the solicitation may be excluded from consideration.
