W912P819B0057 Calcasieu River and Pass, LA, East and West Jetty Repairs, Cameron Parish, Louisiana (ED 18-055) The work will consist of furnishing all plant, labor, equipment and materials, and performing all operations in connection with the placement of new stone for repairs to the existing East and West Jetties at the mouth of the Calcasieu River and Pass in the Gulf of Mexico in Cameron Parish, Louisiana, as specified in the contract. The repairs to the jetties will require that the jetty repair sections be offset land side of(outward shift) from the existing jetty centerlines, with the new centerline of each jetty being located in order for the channel side slope of the repairs to match up with (fall in line with) the existing channel side slopes as best as possible. (i.e. not a straddle). The gradation of the jetty stone for this contract shall range in size from 2 to 4 tons, with 50 percent required to be 3 tons or more in size. As some breakage of stone may occur due to handling, the use of stones smaller than 2 tons will be limited to 15 percent and shall be used at locations specified by the Contracting Officer. All access and construction shall be performed along the channel side of the jetties and within the Calcasieu River ship channel. As the jetties are open to the waters of the Gulf of Mexico, bidders should be aware that rough seas could be encountered at times during the construction period of 140 calendar days following the issuance of the Notice to Proceed (NTP). In addition to potential rough seas, bidders should also be area that traffic in the Calcasieu River ship channel consists of tugs, heavy barge tows, ocean going vessels, LNG and LPG tankers, and small boats. The US Coast Guard has issued special regulations concerning the passage of LPG tankers, which may result in construction delays. Information regarding the special regulations may be obtained from the Supervisor of Coast Guard Marine Safety Detachment, Lake Charles, LA., at telephone: (337) 491-7800. The estimated value of this work is between $5,000,000.00 and $10,000,000.00. The solicitation will be issued on 2 August 2019 and the bid opening date will be on 4 September 2019. This will be a 100% Total Small Business Set-Aside procurement. An Invitation for Bid (IFB) is planned for a Firm-Fixed-Price contract. NAICS Code: 237990.
