The Government must have received from the offeror a fully compliant quote. The quote is compliant when it conforms to all of the requirements, terms, and conditions of the solicitation, including the purchase description, statement of work or performance work statement. Quote Acceptance. The contractor shall make a clear statement in the quote as to the expiration date of the quote and the stated expiration date shall be valid for all proposed subcontractors as well. Quote Evaluation. A comparative evaluation of all conforming quotes will be performed in accordance with FAR 13.106-2(b) / RFO Part 12. The Government will compare quotes directly against one another to determine which quote provides the highest quality solution, best technical approach, and most advantageous pricing structure. The Government reserves the right to select a quote that is other than the lowest priced, or other than the highest technically rated, if such a selection is determined to be in the best interest of the Government. Formal evaluation plans, scoring systems, point scales, or competitive range determinations will not be used. Quotes may not include classified information.
