The Government will provide One-on-One communication opportunities for the subject project by holding individual 60-minute time blocks for interested parties at the Washington Navy Yard. One-on-One meetings will be scheduled from 8:00 am to 3:00 pm EST on May 23 - May 25, 2017, as necessary. One-on-One sessions will not exceed 60 minutes in length. Scheduling of One-on-One appointment times will be on a first-come, first-serve basis. Project Description: P114, Medical Center Addition/Alteration (MCAA), Walter Reed National Military Medical Center (WRNMMC), Naval Support Activity Bethesda, Bethesda, MD MILCON, which consists of constructing a new addition for in-patient and out-patient medical care (approximately 590,000 GSF), renovation of two (2) existing hospital buildings (approximately 125,000 GSF), and demolition of six (6) existing hospital buildings (approximately 330,000 GSF). One-on-One Meeting Description: To facilitate interactive communications with industry, NAVFAC personnel will be available for private One-on-One Meetings. NAVFAC will hold One-on-One Meetings with industry on Tuesday, May 23, 2017 up to Thursday, May 25, 2017 to discuss the anticipated NAVFAC P114 procurement. The meetings will be held at predefined time blocks with those interested parties that request a One-on-One meeting when submitting a reservation request. NAVFAC will schedule the One-on-One Meetings on a first-come-first-serve basis. The One-on-One Meetings are intended to be question and answer sessions in which neither side will be making a formal presentation; recording (including, but not limited to, photo, video, and audio-recording) devices are prohibited. The following topics may be discussed during the One-on-One Meeting: 1. the general purpose of the announced procurement; and 2. any information about P114 that NAVFAC has already made accessible to the public or is otherwise being made available to all potential Offerors. Any company may request a One-on-One meeting, regardless of whether they are interested in proposing as a prime contractor or subcontractor. NAVFAC has compiled a list of standard questions that will be addressed during the One-on-One Meetings. Please be prepared to discuss the following: 1) What do you see as major construction coordination and complications with this project? 2) Are there any governmental requirements, regulations or processes you see as detrimental to the efficient execution of this project, and how could the government better clarify or define the design requirements for you? 3) Is the schedule duration realistic and achievable? Do you see contract duration driving any additional premium cost? 4) Do you have any issue with the current Phasing Requirements, and do you clearly understand the phasing sequence and its implications on manpower and material procurement? 5) Are the government construction stipulations sufficiently documented that you understand the restraints on the contract; such as the owner transition time periods, specified laydown areas, haul routes, and work hours? 6) Are there any obvious problems with the design documentation, its completeness and coordination that will require a cost premium in the supervision and execution of the work? Does having the design documentation segregated by volumes and phasing cause you any concerns with coordinating the construction field activities? For instance there is one volume that contains all of the typical details relating to various work areas. Do you find having a separate volume for the document index helpful or confusing? Are the documents overall sufficient to build as shown without major rework? Reservations must be received no later than 12:00 p.m. EST on Tuesday, May 16, 2017. A confirmation email will be sent to acknowledge your planned participation. Companies will be notified on or before Friday, May 19, 2017, of their assigned One-on-One Meeting day and time. This announcement is for information and planning purposes only and does not constitute a Request for Proposal (RFP)/solicitation. Any requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requested.
