THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES ONLY. This notice is not a solicitation, request for quotation, or request for proposal. The Government will not award a contract based on this notice and will not reimburse respondents for costs associated with preparing or submitting a response. The Federal Correctional Institution Leavenworth Contracting Office is conducting market research to identify businesses capable of providing sharps, medical, and pharmaceutical waste collection and disposal services for FCI Leavenworth, Kansas. The requirement also includes providing replacement containers, biohazard bags, and medical-waste boxes. The Government will use the information received to assist in developing its acquisition strategy, including determining: The availability of capable businesses; Whether the requirement may be set aside for small businesses or a specific socioeconomic category; Whether the services are available through GSA Multiple Award Schedule SIN 562112 or another Government contract vehicle; Customary commercial practices applicable to the requirement; and Appropriate solicitation and contract terms. The anticipated service start date is October 1, 2026. The applicable NAICS code is 562112, Hazardous Waste Collection. The small-business size standard is $47 million in average annual receipts. PRELIMINARY REQUIREMENT The anticipated requirement includes: Two scheduled medical-waste pickups annually, with approximately 12�15 boxes per pickup; Collection and disposal of sealed sharps containers, biohazard bags, bloody or saturated dressings, and other regulated medical waste; Collection and disposal of approximately 8�10 18-gallon pharmaceutical-waste containers annually; Collection and disposal of potential characteristic or listed hazardous pharmaceutical waste, as identified in the attached draft Statement of Work; Provision or exchange of sharps containers, biohazard bags, and medical-waste boxes; and Physical pickup at a Government-designated location outside the secure confines of the facility. The attached draft Statement of Work provides additional information regarding the anticipated requirement. RESPONSE INSTRUCTIONS Interested businesses should complete the attached FCI Leavenworth Market Research Questionnaire. Respondents may also submit up to three additional pages describing their relevant capabilities and experience. Copies of applicable licenses, permits, registrations, or certifications do not count toward the three-page limit. Responses should identify: Business name, address, Unique Entity Identifier, and point of contact; Size and socioeconomic status under NAICS 562112; Ability to perform the requirement as a prime contractor, subcontractor, or teaming partner; Anticipated use of subcontractors; Applicable licenses, permits, registrations, and certifications; Relevant medical or pharmaceutical waste experience; GSA MAS contract number and SIN, or other Government contract vehicle, if applicable; and Ability to support the anticipated October 1, 2026 start date. Respondents should also identify any questions, concerns, customary commercial practices, minimum pickup requirements, or recommended revisions that would help the Government refine the requirement.
