This is a combined presolicitation/solicitation for commercial SERVICES (Construction) in accordance with the format in Revolutionary Federal Acquisition Regulation Overhaul (RFO) Subpart 12.202(b)(1), as supplemented with additional information included in the notice.This announcement constitutes the only solicitation; quotes are being requested, and a separate solicitation will not be issued. Solicitation number FA460026Q0098 is issued as a Request for Quotation (RFQ) for the removal of existing perimeter fencing and the installation of a new, upgraded high-security chain link fence, automated entry gates, and an M30 P2 Integrated Cable Barrier System. This acquisition is set aside for a small business concern under NAICS 238990, All Other Specialty Trade Contractors. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. Lack of a SAM registration will make an offeror ineligible for award. APPLICABLE LABOR LAWS This solicitation is subject to the Construction Wage Requirements RFO 52.222-6 and the current wage determination, Davis Bacon Act WD # NE20260027, Revised on 07/28/2026. The most updated wage determination can be found at https://sam.gov/wage-determinations. SITE VISIT A site visit will take place on 10 August 2026, at 9:00am CST. Access: Offutt Air Force Base/Elkhorn Communications Site is not an open base, and you must have a valid ID. Anyone who does not have the necessary identification to enter the base must complete the attachment titled �55 SFS Contractor / Vendor NCIC Screening & Pass Request Spreadsheet� and return by 6 August 2026. Base access is not guaranteed. QUESTIONS DUE DATE AND TIME All questions concerning this solicitation shall be sent in writing to the Contracting Office by 17 August 2026, at 11:00 CST. Answers to all questions will be posted via amendment to www.sam.gov as soon as readily available. OFFER DUE DATE AND TIME All offers must be submitted to the Contracting Office by 21 August, at 4:30pm CST. No further changes are made. - Amendment 2: The purpose of this amendment is to: 1. Extend the solicitation due date from 21 August 2026, 4:30pm CST to 28 August 2026, 4:30pm CST. 2. Incorporate the correct DBA Wage Determination by removing "DBA WD Highway NE20260027" and adding "DBA WD Building NE20260057." No further changes are made. Note: Questions are being answered and will be posed as soon as they become available. Also, SOW may be revised, if so, an amendment will be incorporated to attach revised SOW.
