Notice of Intent to Award a Sole Source Contract Agency: Kentucky Air National Guard Product/Service: UNIVERSITY OF LOUISVILLE ADVERTISING PARTNERSHIP Proposed Contractor: LEARFIELD COMMUNICATIONS 1. Notice This is a Notice of Intent to award a firm-fixed-price, sole-source contract to UNIVERSITY OF LOUISVILLE, LEARFIELD COMMUNICATIONS for the provision of ADVERTISING PARTNERSHIP. This notice is for informational purposes only and is not a request for competitive quotations. 2. Authority and Procedures This acquisition is for a commercial supply and is being conducted using the procedures of the Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR part 12, Acquisition of Commercial Products and Commercial Services. The statutory authority permitting other than full and open competition is FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by 10 U.S.C. 3204(a)(1) and 41 U.S.C. 3304(a)(1). 3. Submission of Information All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Government will consider all responses received by the deadline set in this notice. The information received will be used solely for the purpose of determining whether to proceed with the planned sole-source acquisition. The Government will not be responsible for any costs incurred by responding to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
