Sources Sought Notice for Information Technology Client Services for the U.S. Naval Academy The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN) is issuing this RFI as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for a non-personal services contract to provide Information Technology (IT) support in the Information Technology Services Division (ITSD) at the United States Naval Academy (USNA) and surrounding Annapolis Area Complex (AAC). The personnel will be working in the Client Services Department of ITSD with occasional work conducted for other departments within ITSD. A single award, Firm Fixed Price (FFP) purchase order action under NAICS code 541519 with a size standard of $34M is anticipated. Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation and no contract will be awarded from this announcement. This request for information (RFI) notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. Please see the attached performance work statement for full details. PROGRAM BACKGROUND The USNA ITSD provides voice, video and data communications service and support for selected organizations located throughout the Annapolis Area Complex (AAC). These offerings are a critical component of USNA ITSD's centrally managed and fully integrated responsibilities encompassing all AAC information technology. The USNA ITSD supports approximately 7,000 clients located throughout the 650-acre AAC and an additional 400 clients at the Naval Academy Preparatory School (NAPS) located in Newport, Rhode Island. IT on-site support requirements for NAPS are covered under a separate contract. The ITSD Client Services Department is responsible for providing IT support to all clients. Tier 1 support consists of receiving requests for service, providing telephone assistance in resolving reported problems, and tracking requests in a ticket management system from receipt of call to completion of service. Tier 2 support is invoked when telephone consultation proves inadequate to resolve the user's issues and consists of the resolution of a trouble ticket requiring a visit by information technology specialists to the client's work site or vice versa. Both Tier 1 and Tier 2 support also utilize remote assistance by connecting to client workstations in order to facilitate delivering services to customers within the AAC. IT support is accomplished by a blended team that consists of both government Full-Time Employees (FTEs) and contract personnel. Team members identify and deliver situation-specific information technology support services satisfying discipline-specific client needs (e.g. learning space operation and maintenance, technology-curriculum integration and coordination, faculty/staff education, rudimentary systems administration, etc.). Meanwhile, additional centralized team members are integrated into a fully functional Information Technology Service Center (ITSC) and maintenance facility located in USNA's Ward Hall. These centralized facilities coordinate critical common service and support activities (e.g. routine client information technology account administration, introductory client familiarization, general client walk-in assistance, building access for Ward Hall, software inventory and issuance, security and virus prevention updates, information technology asset management, information technology equipment troubleshooting and repair, etc.) to achieve benefits from scale economies at the enterprise level. The centralized facilities also provide an alternative entry point for resolution of client needs. Successful service outcomes require close cooperation and coordination between both provider groups which are facilitated through periodic discussion forums and routinely tracked using Government-provided Web Help Desk (WHD) software and regularly scheduled summary reports. Use of the ticketing system WHD is subject to change during the life of the contract. The Academic Technical Support Center (ATSC) is centrally located near academic buildings and primarily supports the academic faculty and staff. Hopper Hall support will support Computer Science, Cyber Science, and other departments within the Math and Sciences Division. Their computer systems are primarily Linux within classrooms and labs. Contractor support is required for a base period of 12 months and 4 additional option years. REQUIRED CAPABILITIES The Contractor shall provide services in support of the areas specified in Program Background (above). Specific tasks are outlined in the draft Performance Work Statement (PWS) attached to this announcement (Attachment 1). If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. [Note: In accordance with FAR 10.001(b), the Government is requesting potential sources to submit only the minimum information necessary.] The Government will evaluate the capability submissions to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. SPECIAL REQUIREMENTS: All contractor employees must obtain a favorable determination of eligibility to occupy a National Security position with access to IT-Level II information only based on a Tier 3 investigation by the Office of Personnel Management (OPM). All contractors must obtain a CAC. Employment will be contingent on the favorable adjudication of the Tier 3 investigation by the DODCAF. Additional reports may be requested during the course of employment as well. Currently approximately nine (9) months is the standard service time for completion of a Tier 3 investigation by OPM. Contractor employees shall have a current Tier 3 Investigation with OPM, or Tier 3 investigation submitted and favorable FBI fingerprint results and be in possession of a CAC prior to starting work at USNA. ELIGIBILITY The applicable NAICS code for this requirement is 541519 - Other Computer Related Services with a Small Business Size Standard of $34.M. The Product Service Code is D307, It and Telecom - It Strategy and Architecture. Only SBA Certified Hub-Zone and Women Owned Small Businesses are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) A draft Performance Work Statement of (PWS) which entails Personnel Qualifications and Description are attached for review (Attachment 1). Interested parties are requested to submit a capabilities statement of no more than fifteen (15) pages in length in Times New Roman font of not less than 10 font size. The deadline for response to this request is no later than 4 pm, EST 7 September 2026. This documentation must address at a minimum the following items: 1.) What type of work has your company performed in the past in support of the same or similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 3.) Can or has your company managed a team of subcontractors before? If so, provide details. 4.) What specific technical skills does your company possess which ensure capability to perform the tasks? 5.) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company�s ability to perform at least 50% of the tasking described in this PWS for the base period as well as the option periods. 6.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 7.) Respondents to this notice also must indicate whether they qualify as an SBA certified HUBZone. 8.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. The estimated period of performance consists of one twelve month base and four twelve month option periods. The contract type is anticipated to be Firm Fixed Price. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement.
